It currently has employees at 20 locations in the UK, supporting Ministry of Defence and U.S. military programmes. The Boeing Portal in Fleet, Hampshire houses the Advanced Programmes team whose role is to conduct Operations Analysis, Simulation and Modelling in support of both BDUK and wider Boeing Defence & Security (BDS). The purpose of the role is to lead and work within an established team of Boeing Operational Analysts (with experience in the Air, Maritime and Land domains) to deliver independent, focussed and defensible analysis across the UK Defence and Security domain. This specific role is for a general Operational Analyst to both lead an existing team and to conduct, independently, analysis tasks and experimental campaigns that will identify, guide and support emerging opportunities within both BDUK and wider BDS markets. The analysis work undertaken within The Boeing Portal focusses on the provision of hard, quantitative evidence that can be used within business cases to support procurement decisions. Candidates must therefore have a mathematical background and be comfortable with the provision and defence of empirical evidence. In addition, the successful candidate should have a broad background in Operational Analysis or Statistical techniques and tools (including Multi-Criteria Decision Analysis, Discrete Event Simulation, Gap Analysis, Regression Analysis and Forecasting) and also to have the motivation and confidence to lead and manage a team while concurrently delivering a personal portfolio of experiments and working directly with customers and other Boeing colleagues. ACCOUNTABILITY The successful candidate will Lead the BDUK Operational Analysis team to ensure that it is able to carry out analysis and decision support across BDUK’s portfolio of Platform Programmes and Supporting Services and where appropriate deliver the same capability to wider Boeing. Typical focus areas are: • Market Analysis. Reviewing potential military uses of Boeing produces through quantitative means to support the growth of BDS into new and existing markets. • Force Structures Analysis. Using the full spectrum of Operational Research techniques (soft and hard) to develop internal and external customers understanding of their future defence requirements, identification of gaps and the analysis of potential solutions. • Platform Level Assessment. This includes applying a broad range of quantitative techniques to support customers in the down-selecting of platform options through the identification of suitable measures of effectiveness. This analysis must be robust and independent with the expectation that it will be used in support of external Customer Reports and Business Cases. • Cost Analysis. High level cost analysis of platform solutions to provide an empirical measure of comparison enabling cost-capability trade studies in support of customer prioritisation in increasingly constrained budgetary environments. • Use of Operational Research, Statistics and Management Science techniques to provide qualitative and quantitative insights to enable decision support. • Use of forecasting and optimisation tools to provide Decision Support directly to a Customer or to integrate them into Discrete Event Simulations as part of an Experimental Campaign. • Operational Research report writing and the incorporation of Operational Analysis Data into Customer Business Cases. The Lead Operations Analyst is also required to: • Apply Project Management Best Practices to ensure Operational Analysis tasks and Campaigns are completed on time, to budget and at the agreed quality. • Facilitate stakeholder management meetings (often in support of subordinate analysts) and seminars, including the exploitation of OR concepts like Multi-Criteria Decision Analysis to capture decision support data. • Prepare, participate in and lead briefings to internal and external customers. • Represent BDUK (in areas of domain expertise) at various internal and external events/conferences. EXPECTATIONS The Boeing Portal environment requires analysts to be self-motivated and able to undertake self-directed learning in new areas (that they can then rapidly apply) to achieve success.
